Festus grew as an outgrowth of neighboring Crystal City and was originally called "Tanglefoot," then "Limitville," before taking the name Festus; it was established in 1878 and incorporated in 1887.

The one to watch on a house of this age
Synthetic stucco applied before about 1997 is the high-risk cohort. Roughly ninety-five per cent of American applications were the face-sealed kind, which has no way to drain what gets past it, and the failures traced back overwhelmingly to flashing that was left out. Drainable systems are a different animal and are not the problem.
Lead paint. No, for anything built after 1978 — but confirm the build year before assuming it. 48.6% of the homes in Jefferson County were built before 1980, and on anything pre-1978 the EPA renovation rule applies to both of these trades. Window replacement is never exempt from it, at any size — a single window triggers it. A whole-house re-side clears the twenty square foot exterior threshold on the first wall. Siding replacement Permit required
Re-siding is not listed among work exempt from permit. Sec. 500.015 Update of Technical Codes amends those codes - it deletes the detached-accessory-structure permit exemption, removes a foundation-protection exception, and sets property-maintenance rules (10-inch grass, insect screens April 15-October 15, heat September 15-May 15) - but it does not create or preserve any exemption for siding, windows or roofing. Festus therefore runs the unmodified 2021 IRC R105.2 list on this point, which does not exempt siding. Note that Festus goes the opposite way from Jefferson County, in which it sits: the County exempts siding and roofing, Festus does not.
Window replacement, same opening Permit required Enlarging or cutting an opening Permit required
No same-opening / new-opening distinction is drawn. Neither Sec. 500.010 nor Sec. 500.015 adds a door/window replacement exemption, and the 2021 IRC R105.2 model list as adopted contains none, so a permit is required in both cases. The City's Project Permit Requirements page says only that 'Any project involving the replacement or installation of framing, plumbing or electrical require permits' - a window opening cut or enlarged involves framing and is squarely inside that sentence; a same-size insert is not addressed by it. Same caveat: the answer is read from the adopted code.

We could not find a published energy code adoption for Festus, so we are not going to print a U-factor as though we had. Call the building department, or buy to the ENERGY STAR figure for this metro — U-0.25 or lower with an SHGC of 0.40 or lower — which clears every code edition in force anywhere in this area.

Chapter 500 contains no contractor licensing or registration article. No requirement for a siding or window contractor to register, hold a city business licence, or post bond or insurance was found on any Festus source reached.
Local quirks
Festus also publishes that 'Building or installing a fence in the City of Festus does not require a building permit' while simultaneously deleting the model code's accessory-structure exemption in Sec. 500.015 - so sheds are stricter and fences looser than the model code.
